This project was identified as a priority by both Healthwatch Halton and Healthwatch Warrington following local feedback and national reports on the subject indicating some of the current challenges face d by our local hospitals. It was also chosen because it has a strategic alignment with local system development. There is both national and local interest in improving the experience people have of discharges from hospital. In addition to carrying out a survey to gather the views of those who had been discharged from Halton and Warrington Hospitals, we also carried out a series of joint visits to the two hospitals to speak with patients and their families / carers awaiting discharge.

The Patients Association's survey into patients' experiences of healthcare, carried out just before July's general election, provides compelling evidence supporting Secretary of State for Health and Social Care, Wes Streeting's assessment that the NHS is broken. Our findings reveal a healthcare system that is failing to meet patients' needs. The stark reality is clear: patients deserve far better than they currently get. As the Secretary of State said: 'It will be the mission of my department, every member of this government, and the 1.4 million people who work in the NHS, to turn our health service around'. Our report underscores the critical need for this mission and provides insights into the patient experiences that demonstrate why this transformation is so urgently required.

Integrated care systems (ICSs) were given statutory powers and new legal responsibilities for the first time in July 2022. These changes were intended to increase collaboration in the health and social care sector and to enable the NHS, local authorities and other partners to take collective responsibility for improving health outcomes, reducing inequalities, delivering better value for money, and driving local social and economic development. This research examines the development of ICSs by assessing their efforts to develop system-wide approaches to the recruitment, training and retention of staff. Workforce issues such as these are currently some of the biggest challenges facing the health and care sector, and require a co-ordinated response from multiple organisations of the kind that ICSs were designed to enable
